Spectrum Collection has become the only professional debt collection agency from Uzbekistan to join ACA International. It is one of the largest collectors' associations in the world. For companies that have accumulated overdue accounts receivable, this event is more important than it may seem. Now the country has a collection agency that operates according to the same ethical rules as the leading market players in the USA and Europe. ACA International is the Association of Credit and Debt Collection Professionals, founded in 1939 in the USA. Its members undertake to comply with the Code of Conduct and are accountable to the ethics committee. Spectrum Collection is the only agency from Uzbekistan within the association. For businesses, this means debt collection under transparent international rules, without pressure on debtors.

What is ACA International and why membership in it carries weight

History of the association: from 1939 to the international association

The association appeared in June 1939. Then two regional collectors' unions from California held a joint convention in Oakland and established the American Collectors Association, which included 273 members. Later, the organization changed its name to ACA International and expanded far beyond the United States. Today, the association unites collection agencies, law firms, creditors, and debt buyers. The industry it represents employs more than 150,000 people. In Russian-language sources, the ACA is often referred to as the national association of professional collection agencies, but in terms of membership, it has long been an international structure.

Code of conduct: rules mandatory for every participant

ACA membership is not limited to contributions. According to the association's terms, each member undertakes to comply with the ACA International Code of Conduct. Complaints regarding violations are reviewed by a special ethics committee established by the board of directors. The association itself emphasizes that its members are committed to ethical practices and take the expectations of creditors, colleagues, and society seriously. What in practice guarantees an agency's membership in the ACA:
● compliance with the code of conduct and applicable legislation of the country where the agency operates;
● complaints are reviewed by an independent ethics committee rather than by the company itself;
● access to the association's training programs and materials on compliance with legislation;
● Real sanctions for violations, up to suspension of membership and expulsion.

International network and cross-border collection

Professional collectors' associations allow agencies from different countries to transfer cases to one another. Spectrum Collection is also a member of the International Collectors Group international collectors network. Therefore, an Uzbek company can recover its debt from a counterparty from Kazakhstan, Turkey, or Germany through a local partner without opening a legal entity there or hiring foreign lawyers directly.

Spectrum Collection is the only agency for debt collection from Uzbekistan under the ACA

Path to membership

To join the association, the agency must confirm the legality of its activities, adopt a code of conduct, and agree to be monitored by an ethics committee. Spectrum Collection was the first and so far the only one in the country to undergo this procedure. You can read more about how the team was formed in the Spectrum Collection section.

What is changing for creditors

For a client, agency membership in the ACA means three things. First, reporting becomes transparent: the creditor sees what actions have been taken on each case. Secondly, communication with the debtor remains correct, so the creditor company's reputation does not suffer. Thirdly, the agency applies international debt management methodologies that have been tested over decades of practice.

Debt collection market in Uzbekistan: what will happen in 2026

Problem debt is growing faster than loans

Recent data shows why professional debt collection is becoming a pressing task for businesses. According to the results of the first half of 2026, the volume of problem loans in Uzbekistan's banks increased by 27% and reached 22.9 trillion soums. During the same period, the loan portfolio increased by only 6.4%. The share of non-performing loans increased from 2.99% to 3.57%, and about 72% of such debts fall on banks with state participation. Experts note that the high growth rates of problematic debt require increased attention.

Our analysis: what these figures mean for business

If we compare the indicators, problematic debts in the first half of the year grew approximately 4.2 times faster than lending. In absolute figures, this is about 4.8 trillion soums of new problematic debt over six months, or an average of 0.8 trillion soums per month. Bank statistics are only a visible part of the picture. When businesses find it difficult to service loans, they are the first to delay payments to suppliers and contractors. Therefore, the increase in bank overdue payments is almost always accompanied by an increase in accounts receivable in relations between companies. This is most felt in trade, construction, and logistics, where working with deferred payment is a common practice.

Why is it better to work with debt immediately

From this picture, a simple conclusion follows: time works against the creditor. The longer the debt remains idle, the higher the risk that the debtor will withdraw assets, change founders, or accumulate obligations to other creditors. Connecting collectors for businesses in Uzbekistan at an early stage is usually cheaper and more effective than trying to return the money after a year.

Business debt repayment services

Spectrum Collection specializes in the repayment of debts from legal entities. The full list of directions is collected on the debt collection services page.

Pre-trial settlement

Most cases are resolved without a trial. The agency conducts claims work, conducts negotiations, and offers the debtor a repayment schedule or debt restructuring. This path is faster and preserves the business relationship between the parties.

Judicial recovery and enforcement proceedings

If the debtor evades dialogue, the agency's lawyers prepare the lawsuit, represent the client's interests in the economic court, and accompany the execution of the decision in cooperation with the Compulsory Enforcement Bureau.

Collection of debts from foreign counterparties

Through an international network of partners, the agency works with debtors outside of Uzbekistan, taking into account their country's legislation and business practices. The following are accepted for work:
● debts for supplied goods and unpaid bills;
● debt for services and contract work;
● overdue lease and rental payments;
● debts of foreign companies to Uzbek suppliers;
● problem portfolios of banks and microfinance organizations.

How debt collection works in Uzbekistan: step-by-step instructions

● You submit an application, and specialists conduct a primary debt analysis free of charge.
● The agency verifies documents (agreement, reconciliation acts, invoices) and evaluates the debtor's solvency.
● The parties sign the agreement and agree on the payment model.
● Pre-trial proceedings are being initiated with the debtor according to the standards of the ACA Code.
● The agreements reached are established by a payment schedule or a settlement agreement.
● If the pre-trial stage yields no results, the case is transferred to court and then to the enforcement stage.
● The returned funds are received by the creditor along with the final report on the case.

Cost, agency selection, and potential risks

How much do collection agency services cost

Success fees are most commonly used: the agency receives a percentage only from the actual amount returned. For the judicial stage, a fixed fee or a combined scheme is possible. The final rate depends on the amount and age of the debt, the region of the debtor, and the completeness of the documents. The exact cost is determined after a free analysis of the specific case.

How to choose a debt collection agency

First, check if the company is a member of professional associations with a mandatory code of ethics. This is external control that cannot be bought. Then evaluate whether the agency has its own lawyers, clear reporting, and real examples of successful cases. Large prepayments for "trying" and promises to repay any debt at any time should cause caution.

What risks does a creditor face when working with unscrupulous collectors

Aggressive methods of pressure on the debtor damage the creditor's reputation and can lead to complaints and inspections. Careless handling of information about the debtor may violate the Law "On Personal Data." Finally, an irresponsible contractor may lose documents or miss the statute of limitations, after which the debt becomes virtually irrecoverable.

Debt collection in Tashkent and regions of Uzbekistan

Tashkent and Tashkent Region

The capital provides the main volume of business between companies: wholesale trade, construction, and the head offices of large enterprises are concentrated here. Proximity to courts and state bodies accelerates work at all stages.

Samarkand, Bukhara, and Navoi

In these regions, there is a lot of debt in the field of tourism, hotel business and services, and in Navoi region - from industrial contractors. Cases here are often associated with seasonal fluctuations in revenue, which is taken into account when drawing up repayment schedules.

Fergana Valley: Andijan, Namangan, Fergana

The textile industry, agriculture, and close trade ties form a large number of small and medium debts. In this region, personal negotiations and knowledge of local business culture are particularly important.

South and West of the country: Karshi, Termez, Nukus

The share of logistics and cross-border trade operations is noticeable here. The agency works with remote debtors remotely and through on-site specialists, so the distance to Tashkent does not become an obstacle.

Debt collection FAQs

What does agency membership in ACA International provide to the creditor?

The creditor receives an external guarantee of ethical work: the agency is accountable to the association's ethics committee and risks membership in case of violations.

Is collector activity legal in Uzbekistan?

Yes.
